Professor Sir Jonathan Montgomery
Professor Sir Jonathan Montgomery is a Governing Body Fellow and Barclay Fellow at Green Templeton College, University of Oxford. He is Professor of Health Care Law at University College, London. Jonathan is Chair of Remuneration Committee at Green Templeton.
Sir Jonathan is currently chair at Oxford University Hospitals NHS Foundation Trust, chair of Oxford Academic Health Partners, and chair of the Ethics Advisory Committee of Genomics England.
He has chaired NHS organisations since 1998, including provider, system oversight and commissioning bodies. Nationally, he has chaired the Health Research Authority (2012-19), Nuffield Council on Bioethics (2012-17), Human Genetics Commission (2009-12) and the Advisory Committee on Clinical Excellence Awards (2005-14).
During the COVID-19 pandemic, he was co-chair of the Moral and Ethical Advisory Group to the UK Chief Medical Officers and chair of the Ethics Advisory Board to NHSx on its Contact Tracing App. He also co-chaired the Expert Panel on Hymenoplasty which reported in 2021 and led to the practice being criminalised in the UK.
He has previously served on the European Group on Ethics in Science and New Technologies, the BMAβs Medical Ethics Committee, the Lancet Commission on Stem Cells and Regenerative Medicine, the Bayer International Bioethics Council, and as a non-executive director for Health Data Research UK. During 2024 he has been chair of the Infected Blood Inquiry Response Expert Group designing the compensation scheme for victims of the scandal.
He was elected Honorary Fellow of the Royal College of Paediatrics and Child Health in 2005, Honorary Fellow of the Faculty of Public Health in 2023, and Fellow of the Academy of Medical Sciences in 2021. He was made Knight Bachelor for services to Bioethics and Health Care Law in the 2019 New Years Honours.
Sir Jonathan is a member of the Bayer Pharmaceuticals International Bioethics Council. In 2019 he was awarded a knighthood for services to Bioethics and Healthcare Law. He was elected to Fellowship of the Academy of Medical Sciences in 2021.
