Esther Emmanuella SpioMaster of Public Policy, 2025

Esther Emmanuella Spio is a Budget Analyst at Ghana’s Ministry of Finance, bringing over seven years of expertise in external resource mobilization, particularly from the United Nations system, to advance Ghana’s national development priorities. She holds a master’s degree in International Affairs from the Legon Centre for International Affairs and Diplomacy (LECIAD).

Her professional and research interests span effective public service delivery, development cooperation, and regional integration, with a particular emphasis on boosting intra-African trade. Over the years, Esther’s dedication to public service has earned her several distinctions, including the prestigious John Agyekum Kufuor Scholars Award, a Fellowship with the Emerging Public Leaders of Ghana, the Orange Knowledge Scholarship, and selection as a V20 Climate Prosperity Fellow at Boston University among others.

Esther now joins the Master of Public Policy program at the Blavatnik School of Government, University of Oxford, as a member of Green Templeton College. She attends with the support of the Joint Japan World Bank Graduate Scholarship Program (JJWBGSP). Outside of her professional life and academics, she runs a community project for children in squatter neighbourhoods inspiring them to value education and pursue bigger dreams. She also enjoys leisure cycling and lawn tennis.
