Sam has considerable experience working with UK and global multi-billion-pound programmes, UN agencies, foundations, and universities. His passion lies in setting projects up for success using data-driven methodologies and theories of change that encourage realistic planning, systems thinking, and outcome-based decision making. Sam has a particular interest in healthcare but works across a range of sectors. His research has been published by various prominent journals and institutions, including the World Bank, The Lancet, Economist Intelligence Unit, and Association of Project Management.

Sam holds a DPhil in Global Health from the University of Oxford and is a member of the Major Projects Association. He also served as a non-executive directive on the Audit and Risk Committee of the Board of Oxford Policy Management.
